Learn About YB Queenie’s Work

Since her appointment to the Legislative Council (LegCo) in 2023, she has built a reputation as an innovative and community-focused policymaker. Her work spans four key areas — Education, Employment, Entrepreneurship, and Emerging Technologies — combining policy advocacy with public engagement and pioneering use of technology in legislative work.

She is widely recognised for introducing several firsts as a Legco member, including:

  • The first online public submission system for enquiries, assigning each a unique code linked to Question Time references for full transparency.
  • The first digitalised Hansard in both Malay and English on her website, enabling keyword searches of chamber debates.
  • The first AI chatbot by a LegCo member, launched in her first year and shared publicly when generative AI was still emerging.

She also launched a Legislative Internship Programme for fresh graduates — including A-Level school leavers — to gain hands-on legislative skills, with some interns continuing their work beyond the programme.


Education

In the 2025 session, Chong addressed the mismatch between graduate output and national economic needs, proposing:

  • An Annual Job Outlook to align education with labour demand.
  • Stronger labour market intelligence for policy and career guidance.
  • Fair, capability-based teacher qualification standards.

Through dialogues with higher learning institutions and stakeholders, she has championed curricula that equip students with future-ready skills.


Employment

Chong has prioritised youth employment and workplace fairness by:

  • Supporting initiatives tackling structural youth unemployment.
  • Researching and consulting on workmen’s compensation and the Employment Act.
  • Advocating for greater awareness of workers’ rights.

Her work bridges government, businesses, and workers to create employment strategies grounded in real-world needs.


Entrepreneurship

As Vice President of the Young Entrepreneurs Association of Brunei (YEAB), Chong helped:

  • Launch initiatives linking young entrepreneurs to mentors, resources, and policymakers.
  • Expand YEAB membership, growing access to entrepreneurial support.

In LegCo, she continues to advocate for policies that help startups overcome barriers such as financing and market access.

Emerging Technologies & Digital Literacy

Chong and her team proposed the adopted 15th AIPA Caucus theme: “Strengthening ASEAN Cyber Resilience through Parliamentary Cooperation: Towards a Future of Safe and Vibrant Digital Economy.

Domestically, she champions:

  • Open-source technologies for secure, cost-effective governance.
  • In-house AI tools for public service innovation.
  • Inclusive digital literacy initiatives, especially for women in technology.

She regularly participates in technology forums, such as Ladies in Cyber, and works to build a secure, inclusive, and future-ready digital economy.
